U.S. General Norman Schwarzkopf led “Operation Desert Storm,” which began with a massive bombing of Hussein’s armies in Iraq and Kuwait. The ensuing campaign, which is remembered in part for the United States’ use of superior military technology, introduced the term “smart bombs” to the global vernacular—precision-bombing devices aimed primarily at destroying infrastructure and minimizing civilian casualties. In response, Hussein launched SCUD missiles into Saudi Arabia and Israel. Iraq’s use of SCUDs, notoriously inaccurate weapons designed to terrorize civilian targets, nearly succeeded in inciting the Israelis to retaliate. Hussein hoped an Israeli military response would draw neighboring Arab nations into the fight on Iraq’s side, but he again committed a grave miscalculation. Bush reassured Israelis that the U.S. would protect them from Hussein’s terrifying SCUD attacks and Israel resisted the urge to retaliate. Soon after, U.S. –installed Patriot missiles destroyed SCUD missiles in flight and further foiled Hussein’s plan to goad Israel into a holy war.
Following an intense bombing of Baghdad, U.S.-led coalition ground forces marched into Kuwait and across the Iraq border. Regular Iraqi troops surrendered in droves, leaving only Hussein’s hard-line Republican Guard to defend the capital, which they were unsuccessful in doing. After pushing Hussein’s forces out of Kuwait, Schwarzkopf called a ceasefire on February 28; he accepted the surrender of Iraqi generals on March 3.... More

Able Archer exercises simulated a period of conflict escalation, culminating in a simulated DEFCON 1 coordinated nuclear attack. The exercise also introduced a new, unique format of coded communication, radio silences, and the participation of heads of government.
The realistic nature of the 1983 exercise, coupled with deteriorating relations between the United States and the Soviet Union and the anticipated arrival of Pershing II nuclear missiles in Europe, led some members of the Soviet Politburo and military to believe that Able Archer 83 was a ruse of war, obscuring preparations for a genuine nuclear first strike. In response, the Soviets readied their nuclear forces and placed air units in East Germany and Poland on alert. The apparent threat of nuclear war ended with the conclusion of the exercise on November 11.... More

Memories Able Archer 83 was a NATO command post exercise that culminated in a simulated DEFCON 1 nuclear attaAble Archer 83 was a NATO command post exercise that culminated in a simulated DEFCON 1 nuclear attack. Able Archer 83 began on November 7, 1983 and very nearly started a nuclear war with the Soviet Union. Catalysts that caused a near nuclear exchange between the two Cold War superpowers were:
KAL Airlines 007 shoot-down in 1983.
Reagan Administration weapons buildup.
False alarm from Soviet early warning system of impending attack in September 1983.
Exercise Able Archer 83, which moved through DEFCON 5 to DEFCON 1 and simulated a nuclear weapons release.
This exercise contained many non-routine elements that Soviet intelligence had not seen before, which essentially put them in “panic” mode. Elements such as radio-silent airlifts, new nuclear weapons release procedures, shifts of command headquarters, among others, led the Soviets to believe a nuclear strike was imminent.
The Soviet Union placed their nuclear forces on full alert as a result. The Soviet Union believed their only chance to survive what they perceived as an actual nuclear first strike was to preempt it. This is why they readied their nuclear arsenal. Many historians considered this incident even more dangerous than the Cuban Missile Crisis of 1962.
Soviet fears were finally relieved when Able Archer 83 ended on November 11, 1983.
I was an Indications & Warning watch officer on duty at the Tactical Fusion Center (TFC), Boerfink MTK, West Germany during much of the Able Archer exercise. My recollection was being as busy as at any time during my tour in Europe. We monitored what to us was a very "real" threat even though Able Archer was only a command post exercise.
