The Taliban
Seizing upon a power vacuum after the Soviets withdrew from Afghanistan after their invasion, the Taliban assumed the role of government from 1996–2001. Their extreme interpretation of Islamic law prompted them to ban music, television, sports, and dancing, and enforce harsh judicial penalties (See Human rights in Afghanistan). Amputation was an accepted form of punishment for stealing, and public executions could often be seen at the Kabul football stadium. Women's rights groups around the world were frequently critical as the Taliban banned women from appearing in public or holding many jobs outside the home. They drew further criticism when they destroyed the Buddhas of Bamyan, historical statues nearly 1500 years old, because the Buddhas were considered idols.
In 1996, Saudi dissident Osama bin Laden moved to Afghanistan upon the invitation of the Northern Alliance leader Abdur Rabb ur Rasool Sayyaf. When the Taliban came to power, bin Laden was able to forge an alliance between the Taliban and his al-Qaeda organization. It is understood that al-Qaeda-trained fighters known as the 055 Brigade were integrated with the Taliban army between 1997 and 2001. It has been suggested that the Taliban and bin Laden had very close connections.

On 20 September 2001, the U.S. stated that Osama bin Laden was behind the 11 September attacks in 2001. The U.S. made a five point ultimatum to the Taliban:.

Close immediately every terrorist training camp
Hand over every terrorist and their supporters to appropriate authorities

On 21 September 2001, the Taliban rejected this ultimatum, stating there was no evidence in their possession linking bin Laden to the 11 September attacks.
On 22 September 2001 the United Arab Emirates and later Saudi Arabia withdrew their recognition of the Taliban as the legal government of Afghanistan, leaving neighboring Pakistan as the only remaining country with diplomatic ties.
On 4 October 2001, it is believed that the Taliban covertly offered to turn bin Laden over to Pakistan for trial in an international tribunal that operated according to Islamic shar'ia law. On 7 October 2001, the Taliban proposed to try bin Laden in Afghanistan in an Islamic court. This proposition was immediately rejected by the U.S. Shortly afterward, the same day, United States and British forces initiated military action against the Taliban, bombing Taliban forces and al-Qaeda terrorist training camps.
On 14 October 2001, the Taliban proposed to hand bin Laden over to a third country for trial, but only if they were given evidence of bin Laden's involvement in the events of 11 September 2001. The U.S. rejected this proposal and ensued with military operations.
The UN Security Council, on 16 January 2002, unanimously established an arms embargo and the freezing of identifiable assets belonging to bin Laden, al-Qaeda, and the remaining Taliban.

Description The NATO bombing of Yugoslavia was the North Atlantic Treaty Organisation's (NATO) military operation against the Federal Republic of Yugoslavia (FRY) during the Kosovo War. The bombings continued until an agreement was reached that led to the withdrawal of Yugoslav armed forces from Kosovo and the establishment of United Nations Interim Administration Mission in Kosovo (UNMIK), a UN peacekeeping mission in Kosovo.
NATO claimed that the Albanian population in Kosovo were being persecuted by FRY forces, Serbian police, and Serb paramilitary forces, and that military action was needed to force the FRY to stop. NATO countries attempted to gain authorization from the United Nations Security Council for military action, but were opposed by China and Russia that indicated they would veto such a proposal. NATO launched a campaign without UN authorization, which it described as a humanitarian intervention. The FRY described the NATO campaign as an illegal war of aggression against a sovereign country that was in violation of international law because it did not have UN Security Council support.
The bombing killed between 489 and 528 civilians, and destroyed bridges, industrial plants, public buildings, private businesses, as well as barracks and military installations.

The Humanitarian Service Medal is an individual award, presented to individuals who are physically present at the site of immediate relief and who directly contribute to and influence the humanitarian action. The inhabitants of the camp consisted of approximately two million Hutus, participants in the genocide, and the bystanders, who had fled in anticipation of Tutsi retaliation. On July 22, 1994 President Clinton announced Operation Support Hope. Two days later, American joint task forces were airlifted to Goma, Zaire; Kigali, Rwanda; Entebbe, Uganda; and Mombasa, Kenya. US Air Force liaison officers were assigned to United Nations High Commissioner for Refugees (UNHCR)'s air operations cell in Geneva and assigned to joint logistics cells and civil-military operations centers in the field.
The joint task force was headquartered in Entebbe, with the role of providing a cargo airlift to supplement United Nations efforts. The United States Army almost immediately set up a major water supply system at the refugee camp in Goma and helped bury the dead. Relief supplies were flown from Europe directly to African locations by C-5 and C-141 cargo jets, which then ferried to Mombasa due to scarcity of fuel in the African interior, and then returned to Europe. Due to limited ramp space, some aircraft were forced into holding patterns; their fuel requirements were met by KC-10 tanker aircraft based at Harare, Zimbabwe.
During the peak of Operation Support Hope in late August, the United States had 2350 service members deployed. About 15,000 tons of humanitarian supplies were delivered by 1200 airlift sorties, about 60% of the total airlift tonnage.[citation needed]
On August 14, the United Nations High Commissioner for Refugees (UNHCR) requested that all agencies stop airlifting food to Goma. The operation continued supporting other locations in Rwanda. By presidential order, it ceased on September 27[1] and the last C-5 involved in the airlift left Entebbe on September 29.
One noteworthy accomplishment was a C-5 that flew a 22-hour flight nonstop from Travis Air Force Base, California to Goma to deliver a water supply system, supported by 3 aerial refuelings.
As part of Operation Support Hope, the American defense contractor Halliburton earned $6.3million through its engineering and construction subsidiary Kellogg Brown & Root (KBR).

The ensuing campaign, which is remembered in part for the United States’ use of superior military technology, introduced the term “smart bombs” to the global vernacular—precision-bombing devices aimed primarily at destroying infrastructure and minimizing civilian casualties. In response, Hussein launched SCUD missiles into Saudi Arabia and Israel. Iraq’s use of SCUDs, notoriously inaccurate weapons designed to terrorize civilian targets, nearly succeeded in inciting the Israelis to retaliate.
