Also intalled the first two AeroStat Balloons with "lookdown" radar; one each in Key West Florida and the other at the JKF Space Center. These AeroStat's were tethered at 10,000 feet and use initially used to watch Cuba; later were also used for drug interdication in the Gulf and southern Altantic areas.

With the central Vietnamese city of Da Nang having fallen in March, and with Saigon under attack and being shelled, on April 3, 1975, U.S. President Gerald Ford announced that the U.S. government would begin evacuating orphans from Saigon on a series of 30 planned flights aboard C-5A Galaxy cargo aircraft.
Service organizations including Holt International Children's Services, Friends of Children of Viet Nam (FCVN), Friends For All Children (FFAC), Catholic Relief Service, International Social Services, International Orphans and the Pearl S. Buck Foundation petitioned the government to help evacuate the various orphans in their facilities in Vietnam. In their book, Silence Broken, Childhelp (International Orphans at the time) founders Sara O'Meara and Yvonne Fedderson chronicle their request from Lieutenant General Lewis William Walt to help with evacuations and finding homes for the Asian-American orphans.
Flights continued until artillery attacks by North Vietnamese Army and Viet Cong military units on Tan Son Nhut Airport rendered airplane flights impossible.
The operation was controversial because there was question about whether the evacuation was in the children's best interest, and because not all the children were orphans.

A C-5A Galaxy 68-0218 flew the initial mission of Operation Babylift to bring Vietnamese orphans to the US in the few remaining days before the Republic of Vietnam fell. The C-5 departed Saigon-Tan Son Nhut Airport shortly after 4 p.m. on April 4, 1975. Twelve minutes after takeoff, there was what seemed to be an explosion as the lower rear fuselage was torn apart. The locks of the rear loading ramp had failed, causing the door to open and separate. A rapid decompression occurred. Control and trim cables to the rudder and elevators were severed, leaving only one aileron and wing spoilers operating. Two of the four hydraulic systems were out. The crew wrestled at the controls, managing to keep control of the plane with changes in power settings by using the one working aileron and wing spoilers. The crew descended to an altitude of 4,000 feet on a heading of 310 degrees in preparation for landing on Tan Son Nhut's runway 25L. About halfway through a turn to final approach, the rate of descent increased rapidly. Seeing they couldn't make the runway, full power was applied to bring the nose up. The C-5 touched down in a rice paddy. Skidding for a quarter of a mile, the aircraft again became airborne for a half mile before hitting a dike and breaking into four parts, some of which caught fire. According to DIA figures, 138 people were killed in the crash, including 78 children and 35 Defense Attaché Office Saigon personnel.

With the beginning of the Tet Offensive on January 30, 1968, the Vietnamese lunar New Year, large conventional American forces had been committed to combat upon Vietnamese soil for almost three years. Passing through the city of Huế, Highway One was an important supply line for ARVN, US and allied forces from the coastal city of Dà Nẵng to the Vietnamese Demilitarized Zone (DMZ). It also provided access to the Perfume River (Vietnamese: Sông Hương or Hương Giang) at the point the river ran through Huế, dividing the city into northern and southern areas. Huế was also a base for United States Navy supply boats. Considering its logistical value and its proximity to the DMZ (only 50 kilometres (31 mi)), Huế should have been well-defended, fortified, and prepared for any communist attack.
However, the city had few fortifications and was poorly defended. The South Vietnamese and U.S. forces were completely unprepared when the North Vietnamese army and Viet Cong failed to observe the promised Tet Truce. Instead, the Viet Cong and the North Vietnamese Army launched a massive assault throughout South Vietnam, attacking hundreds of military targets and population centers across the country, among them the city of Huế.
The North Vietnamese forces rapidly occupied most of the city. Over the next month they were gradually driven out during intense house-to-house fighting led by the Marines. In the end, although the Allies declared a military victory, the city of Huế was virtually destroyed and more than 5000 civilians were killed (2,800 of them executed by the PAVN and Viet Cong according to the South Vietnamese government). The North Vietnamese forces lost an estimated 1,042 to 5,000 killed, while Allied forces lost 668 dead and 3,707 wounded. The tremendous losses negatively affected the American public's perception of the war and political support for the war began to wane.

The air campaign in defense of Khe Sanh, an outpost held by the U.S. 26th Marine Regiment. began on January 22. 1968. For 2 and 1/2 months Allied tactical air forces continuously attacked targets surrounding the base and B-52s dropped bombs near Khe Sanh on an average of every 90 minutes. At night AC-47 gunships provided illumination and close air support. Air Force and Marine airlifters. mostly C-130s. frequently landed under fire at the Khe Sanh airstrip. bringing in supplies and reinforcements and flying out the wounded and refugees. When the transports could no longer land because of intense mortar and artillery fire. their crews used parachutes and arrester cables to extract cargo from the aircraft as they flew a few feet above the ground over the airstrip. Beginning on March 6 the Seventh Air Force provided fighter escorts to suppress enemy fire and lay down smoke screens until the C-130s dropped their cargoes. Gen. William C. Westmoreland, MACV Commander, encountered difficulties coordinating the air resources of the USAF and U.S. Marines to meet both the military demands at Khe Sanh and the requirements introduced by the Tet Offensive that the North Vietnamese and Viet Cong launched on January 30, 1968. On March 8 he appointed the Seventh Air Force Commander. Gen. William W. Momyer, as Deputy Commander for Air Operations. MACV. to manage all tactical air resources in South Vietnam.
Late in March 1968 the North Vietnamese surrounding Khe Sanhmwithdrew. leaving only a single NVA division to oppose the Allied advance. On April 1, the 1st Marine regiment and the Army's 1st Cavalry Division moved along Route 9. relieving Khe Sanh 5 days later. On April 10. for the first time in 48 days. no shells fell on the base.
A week later, on April 19. the Allies mounted a helicopter-bome attack against A Shau Valley on the Laotian border. 30 miles south- west of Hue. The Viet Cong and NVA had built a vast stores and logistical base in this area since 1966. Preliminary USAF and Allied air strikes. including B-52 bombings between April 8 and 13, 1968. failed to clear the enemy from landing zones. In spite of the heavy resistance. on April 24, the U.S. Army seized the A Luoi airstrip at the northwest end of the valley. USAF transports airdropped supplies. often during bad weather and without tactical air support, because intense ground fire prevented the landing of C-130s until May 4. The Viet Cong and North Vietnamese withdrew into Laos in mid-May, leaving behind large caches of weapons and supplies.
Earlier in the year. on January 30, the Viet Cong and North Vietnamese launched the Tet (Buddhist New Year) Offensive throughout South Vietnam in an effort to regain the political and military initiative that they had held 2 years previously. At Bien Hoa and Tan Son Nhut Air Bases. alert base defenders successfully repulsed initial attacks, but in the next 2 weeks the air bases came under frequent mortar and rocket attacks; in all, the USAF lost 14 aircraft on the ground and another 114 damaged. During the Tet Offensive. Seventh Air Force pilots provided close air support for Allied troops. and C-7s and C-130s hauled ammunition, supplies, and reinforcements to isolated areas. Within 2 or 3 days Allied forces cleared the Viet Cong troops from all cities except Saigon and Hue. By February 5, the Allies had driven the Viet Cong from Saigon, although a large force remained in the vicinity. North Vietnamese forces that had taken the old imperial city of Hue were more difficult to dislodge. The Seventh Air Force used close air support carefully to avoid indiscriminate and unwanted damage in Hue; AC-130 gunships that could deliver precise fire day or night provided the most effective support. One USS Pueblo crewmember was killed in the boarding and 82 were taken POW and held captive. The seizure, which took place a mere two days after a commando intrusion into Seoul, shocked the whole world, and there arose strong public demand in the United States for firm retaliatory action against North Korea. North Korea made the utmost use of the Pueblo incident in its crafty propaganda, believing that the United States, deeply involved in the Vietnam War then, would not be able to use the force of arms on the Korean Peninsula.
Between 26-31 January 1968 several 9th Air Force active units deployed to the Pacific in response to North Korea's seizure of USS Pueblo: the 4TFW sent 72 F-4Ds, the 354TFW sent 18 F-100s, and the 363TRW sent six RB-66s. In addition, several 9AF-gained ARC units were recalled to active duty: the 113TFW and 107th, 113th, 121st and 177TFGs. The 334th and 335th Fighter Squadrons, equiped with F-4 Phantom II fighters, rushed to Korea to support operations during the Pueblo incident. The squadrons returned to Seymour Johnson in June 1968. F-106 fighters were briefly deployed to Osan AFB in Korea in March of 1968 to provide air defense during the Pueblo incident.
The 347th Tactical Fighter Wing was activated at Yokota Air Base, Japan on 15 January 1968 . The mission was to provide air defense for the islands of Japan. Units assigned were the 34th, the 35th, and the 36th Tactical Fighter Squadrons (TFS); and the 556th and the 6091st Reconnaissance Squadrons. Aircraft assigned were the F-105 Thunderchief, the F-4C Phantom II, the EB-57 Canberra, and the C-130 Hercules. Between 23 Ocobert 1968 and 05 February 1969 all of the 347th Tactical Fighter Wing's F-4Cs were deployed to bases in South Korea to participate in the US response to North Korea's abduction of the USS Pueblo.
Six Air Force Reserve units were mobilized in the wake of the Pueblo Incident. The 120th Tactical Fighter Squadron, Colorado Air National Guard was ordered into active Federal service as a result of the Pueblo incident, along with three other F-100 tactical fighter squadrons: 136th Tactical Fighter Squadron, New York, 174th Tactical Fighter Squadron, Iowa, 188th Tactical Fighter Squadron, New Mexico. The 120th Tactical Fighter Squadron entered combat in Vietnam on 5 May 1968, two days after its arrival, and completed its 1,000th mission 51 days later. During the Air National Guard's eleven months of service in Vietnam, the four F-100 squadrons flew 24,124 combat sorties and accumulated 38,614 combat flying hours.
The 445th Military Airlift Wing was activated after the Pueblo was seized, on January 26, 1968. The activation of the 445th found many support personnel stationed at eight different stateside bases and aircrews flying more missions to Europe, the Caribbean, South America, and Southeast Asia. The Wing remained activated in support of the Pueblo incident for seventeen months until released from active military service on June 2, 1969. For superior performance and dedication during the Pueblo incident, the 445th Military Airlift Wing received its first Air Force Outstanding Unit Award.
Eleven months after the seizure North Korea repatriated 82 Pueblo crewmen and one set of remains to the United States through P'anmunjom. Upon signature of the US admitting to espionage in the coastal waters of the Sea of Japan, the 82 POWs were freed. Upon their return on 28 December, 1968, the crew was treated poorly by the public and the military and only in 1990 did they receive the POW ribbons to which they were entitled. For the Army, this was the first test of the new ROAD Concept (Reorganization Objective Army Division) designed to develop flexible, deployable forces capable of responding to multiple contingencies.
The initial Marine force arrived by helicopter from the USS Boxer and landed on the western edge of Santo Domingo. The 82nd Airborne Division's first elements were air-landed at San Isidro airfield east of the capital. Maj. Gen. YorkAca,!a,,cs plan called for a battalion size element from the 82nd to advance westward and secure the Duarte Bridge connecting the eastern and western sections of the city. They would then be assisted by loyalist elements in regaining control of Santo Domingo.
The 1st Battalion, 508th Infantry advanced to secure the bridge with close air support from Marine F-4 Phantom jets. Securing the area around the bridge was a hazardous undertaking, requiring house-to-house clearing operations while under fire from rebel forces. The effort was further complicated by the fact that the rebels were assisted by Dominican military defectors who wore the same uniforms as loyalist forces allied with the United States. By mid-afternoon on April 30, both the bridge and the cityAca,!a,,cs main power station were secure. By the following morning, the 82nd had advanced further west and linked up with Marine forces. Additional troops worked to permanently secure the east-west transportation route and this Line of Communication (LOC) was dubbed the "All-American Expressway" by the 82nd. To demonstrate that the U.S. military was firmly in control, Maj. Gen. York marched the 82nd Airborne Division band all the way through the corridor.
By the end of the first week, 500 Marines and two full battalions from the 82nd were conducting security operations on the ground, and by the end of May, the entire division was in country. Lt. Gen. Palmer directed subordinate commanders to begin stability operations. Soon the troops were conducting constabulary operations and distributing food, water, and medical supplies to the members of both factions. In response to the failed Bay of Pigs Invasion of 1961, and the presence of American Jupiter ballistic missiles in Italy and Turkey, Soviet leader Nikita Khrushchev decided to agree to Cuba's request to place nuclear missiles in Cuba to deter future harassment of Cuba. An agreement was reached during a secret meeting between Khrushchev and Fidel Castro in July 1962 and construction of a number of missile launch facilities started later that summer.
The 1962 midterm elections were under way in the United States and the White House had denied charges that it was ignoring dangerous Soviet missiles 90 miles from Florida. These missile preparations were confirmed when an Air Force U-2 spy plane produced clear photographic evidence of medium-range (SS-4) and intermediate-range (R-14) ballistic missile facilities. The United States established a military blockade to prevent further missiles from entering Cuba. It announced that they would not permit offensive weapons to be delivered to Cuba and demanded that the weapons already in Cuba be dismantled and returned to the USSR.
After a long period of tense negotiations, an agreement was reached between President John F. Kennedy and Khrushchev. Publicly, the Soviets would dismantle their offensive weapons in Cuba and return them to the Soviet Union, subject to United Nations verification, in exchange for a U.S. public declaration and agreement never to invade Cuba again without direct provocation. Secretly, the United States also agreed that it would dismantle all U.S.-built Jupiter MRBMs, which were deployed in Turkey and Italy against the Soviet Union but were not known to the public.
When all offensive missiles and Ilyushin Il-28 light bombers had been withdrawn from Cuba, the blockade was formally ended on November 20, 1962. The negotiations between the United States and the Soviet Union pointed out the necessity of a quick, clear, and direct communication line between Washington and Moscow. After World War II, the Soviet Union, UK, US, and France divided Germany into four regions, each controlled by one of the four countries. Berlin, which fell under the region controlled by the Soviet Union, was also divided into four regions, each of which was also controlled by one of the four countries.
After the Allies rebuffed attempts by the Soviet Union to build the Berlin wall, Soviet and East German troops began denying Allied diplomats access to Berlin. Trouble began on October 22, 1961, when East German soldiers stopped a US diplomat from going into Berlin. US general Lucius Clay then ordered that the next US diplomat going into Berlin must do so with a military escort. The next diplomat passed through Checkpoint Charlie into Berlin with military escorts, although the East German soldiers showed some nonviolent resistance. General Clay then ordered the deployment of tanks at the checkpoint.
Ten US M48A1 tanks and three M59 armored vehicles were sent to the checkpoint and were soon joined by Soviet tanks. Tanks from both sides remained like this for the next 16 hours with their guns aimed at each other. The Soviets later pulled back one of their tanks, and the US did the same. UN soldiers from countries including Sweden, Ireland, Ethiopia, India, Morocco and Pakistan had to be transported quickly and safely to the African heartland.
Many of these troops were unfamiliar with modern air transport and most were leaving home for the first time. Apart from the language barrier, almost all of them presented racial and cultural problems sometimes outpaced by US Air Force policy and planning which was normally available for airlift support operations. Sanitary conditions became a matter of grave concern. UN soldiers from the African countries were entirely unfamiliar with in-flight lavatory conveniences. Disinfecting the aircraft at the end of a long flight became the unpleasant task performed by the aircrew.
To better illustrate Operation New Tape, lets go through a typical C-124 Globemaster mission to the Congo—Trip Number 227:
This particular mission involved the airlift of Pakistani troops and their equipment from Karachi to Leopoldville. First it was necessary to obtain diplomatic clearance to over-fly and transient various countries en-route. A support team was deployed to Karachi which, with teams already in place at Dhahran, Saudi Arabia; Khartoum, Sudan and Leopoldville, handled the ground support function for the mission. The plan called for the aircraft to depart Chateauroux Air Base, France as to arrive at Karachi at a specific time to meet the UN requirements. Leaving Chateauroux, the crew flew for 14 hours direct to Dhahran where they crew rested for 15 hours. The next leg, 9 hours duration, took them to Karachi. The Pakistani troops, wearing berets and field packs, boarded the airplane with carbines and automatic weapons and with gear necessary for the long stay they would have in the Congo. After a three hour ground time, Trip Number 227 was again airborne with its contingent of passengers heading back to Dhahran for crew rest and aircraft servicing.
The next segment of the flight, Dhahran to Khartoum, took seven hours. At Khartoum the plane spent minimum ground time for inspection and servicing. Nine hours after leaving Khartoum the airplane arrived at Leopoldville where the Pakistani troops and their gear were offloaded.
The crew spent its crew rest at Lovanium University in Leopoldville in dormitories vacated by the Belgian students and professors when they fled the country following its independence.
With Leopoldville now behind them their next stop is Kano, Nigeria for a minimum ground time refueling stop. The town of Kano is hundreds of years old and is surrounded by a wall 40 feet thick and in some places 50 feet high. Kano had always been a big trading center and a junction point for the old caravan routes.
After twelve more hours in the air, with a refueling stop at Wheelus Air Base in Libya, the crew was back in Chateauroux having traveled more than 13,000 miles and logging 57 flying hours with an elapsed time of six days. Congo Trip Number 227 was now over.
The positioning of the initial cadres of UN troops and equipment was accomplished by September 1960 and operations decreased. During the next year the Congo Airlift was handled almost solely by the 15th, 20th and 31st Air Transport Squadrons of the 1607th Air Transport Wing (Dover AFB), assigned temporary duty with the Provisional Squadron at Chateauroux, France. In September 1961, operational control reverted back to MATS and USAFE and the provisional squadron was disbanded. All aircraft would now be scheduled from their home bases and the first such mission departed Dover on October 12, 1961.
Virtually all airlift was provided by the C-124 up until the end of 1961, when the Naval Transport Wing at McGuire AFB, New Jersey entered the operation with their C-118s. Other aircraft types entered New Tape as requirements dictated and facilities became available. On January 10, 1962, a cargo mission requirement sent five C-133 Cargomasters to Stockholm, Sweden and then on to Leopoldville.
In 1962, the UN requested the use of the C-135 Stratolifter jet aircraft to be used in troop rotation. On October 10, 1962 a MATS C-135 departed Stockholm on its first Congo airlift mission. The flight stopped at Wheelus Air Base on the south bound leg; future stops were found to be unnecessary due to the aircraft’s extended range. Several days and up to 30 hours of flying time were cut off of this 5,000 mile trip. One C-135 returned to McGuire AFB nonstop from Leopoldville setting a new un-refueled distance record.
There was a marked increase in MATS activities in April 1963 with a general reduction of UN forces in the Congo. Eighty eight MATS aircraft were involved with the C-130Es being used for the first time in the operation. These C-130s and the C-135s were used for the long distance flights whereas the C-124s shuttled troops and equipment to the on-load stations.
In late December 1963 MATS crews began the roll-up of Operation New Tape. On January 3, 1964, a C-135 departed Leopoldville and onboard were Indian troops returning to Bombay. This mission concluded 3½ years of MATS’ participation in Operation New Tape.
Epilogue
During the airlift, MATS transports flew 2,310 missions, airlifting 63,884 personnel plus 37,202,000 pounds of cargo from 33 different countries. In so doing, the aircraft and crews covered 25½ million miles along some of the world’s most isolated air routes.... More

Flew C-130E missions in support of UN Ethiopian troops
Air Division, Deptuy Commander for Logistics (DCS LG). First DCS LG for the 23rd Air Division. Installed the first "modern computer systems" in the entire Air Defense System. Also intalled the first two AeroStat Balloons with "lookdown" radar; one each in Key West Florida and the other at the JKF Space Center. These AeroStat's were tethered at 10,000 feet and use initially used to watch Cuba; later were also used for drug interdication in the Gulf and southern Altantic areas.
