Chief Master Sergeant Gary G. Hull distinguished himself by exceptionally meritorious conduct in the performance of outstanding services to the United States as Communication Systems Superintendent, Joint Web Risk Assessment Cell (JWRAC) from 17 March 1998 to 7 July 2008. During this period, the exemplary ability, diligence, and devotion to duty of Chief Hull were instrumental factors in the resolution of many complex problems of major importance to the Air Force. He was a member of a reserve component team of 22 reservist organized to conduct ongoing vulnerability analysis and threat assessment of web content on publicly accessible DOD web sites. His unique technical civilian skills in IT Security and his hands on experience as a penetration tester when combined with his 26 years of military operational knowledge provided the foundation for a cross sectional and aggregated analysis of DOD data that if left on the Internet could have posed a real threat to national security.
During his tenure with the JWRAC, he provided critical infrastructure protection information to the Secretary of Defense Executive Support Center, the Defense Threat Reduction Agency and various other DOD agencies and Combatant Commanders. He assisted with their Continuity of Operations planning for Weapons of Mass Destruction by validating publicly accessible information on the Pandemic Flu, Anthrax and other biological agents that could be used against the United States. While supporting a Global Network Operation exercise in USPACOM, Chief Hull discovered and turned over critical information needed by the DOD and NSA to justify an escalated network security posture prior to the onset of the China/America Hacking War of 2001. His devotion to duty and keen sense of mission accomplishment contributed immeasurably to the network security of the DOD and to the safety of the people of the United States.
Chief Hull led the JWRAC Air Force team in providing pre and post campaign OPSEC situational awareness to the CENTCOM Combatant Commander. He conducted Open Source Assessments for OPERATION Enduring Freedom, Iraqi Freedom and Noble Eagle. Following 11 September 2001, Chief Hull selflessly donated his personal time for each of the military engagements from OPERATIONS Enduring Freedom through OPERATION Noble Eagle. His compassion for human suffering and patriotism provided the impetus for him to raise his personal ops tempo following 9/11and completed eight OSAs that year. Immediately following Sept 11, he provided daily Information Assurance and OPSEC updates to the Commander of the Global Network Security Center, Joint Task force - Computer Network Defense at the Defense Information Systems Agency headquarters on the availability of information that could threaten ongoing DOD operations.
His combined knowledge of information security and military objectives in support of the war fighter lead to the publication of several unprecedented information security awareness documents and the implementation of policies and procedures that directly reduced the Department of Defense Operations Security exposure. Chief Hull authored the JWRAC Operations Security Plan, instructed Air Force web Masters on how to prevent archiving of content on DOD servers; wrote standards to correctly configure Proxy Servers to eliminate spoofing of DOD internet protocol addresses, documented weaknesses on Outlook Web Access ; documented security standards for DNS servers; and published documents on how to minimize risk when using active content on web pages. CMSgt Hull's outstanding professionalism and exemplary technical skills significantly enhanced national security by creating a more secure operational environment for the entire DOD. The singularly distinctive accomplishments of Chief Master Sergeant Hull culminate a long and distinguished career in the service of his country and reflect great credit upon himself and the United States Air Force.
