During this period, Sergeant Norway's superior knowledge, professional skill, and outstanding leadership resulted in major contributions to the success of the squadron and wing. He led the avionics branch to significant successes in both the technical and management areas. During Operations DESERT SHIELD, DESERT STORM, and PROVIDE COMFORT, the branch provided faultless, Queen Bee repair for all A-10 aircraft avionic parts and critical diagnostic display units. In his first year, he supervised a conversion of the wing's four flying squadrons to new electronic countermeasure pods. By painstakingly studying every aspect of the pod maintenance operation he fashioned a team that succeeded in achieving and maintaining a consistent 90 percent fully mission capable rate on this new warfighting asset. During his tenure, he developed and supervised exceptional management programs that received praise from numbered air force, major command, and Air Force level inspectors. In 1989, a Third Air Force staff assistance team called his branch "virtually error free and model for the rest of the wing." The three commendable comments earned by his shops drove the squadron's Excellent Unit Effectiveness Inspection rating that same year. In 1991, Headquarters Air Force functional management inspectors lauded his Aircraft Structural Integrity and Rivet Workforce transition training programs; calling the latter "the best seen in the entire Air Force."
