He enlisted during WWI. In 1932 he won the Mackay Trophy for commanding a hazardous mission that dropped supplies to snow-bound Navajos. In 1934 he piloted 1 of the B-10 bombers on the Army Alaskan Flight from Washington, DC to Fairbanks, AK and back which was commanded by Brig. Gen. Henry H. "Hap" Arnold. Besides being an accomplished pilot, Howard was also an expert in radio communications. In 1939 Gen. Arnold came to Panama to select a site for a new air base and suggested it be named for Howard, who had served in Panama. On Dec 1, 1939, the new base became Howard Field (later AFB). It is now called Panama Pacifico.
Capt. Howard was possibly posthumously promoted to major.
